Faced with the challenges of competitiveness and industrialisation of textile recycling in France, Refashion is launching a new call for tenders to encourage the incorporation of non-reusable used textiles into finished and semi-finished products.
Background to the recycling call for bids
Today, the European recycling sector for clothing, household linen and footwear (CHF) is unable to absorb all the volumes collected in France. Yet industrial capacity exists to recycle and reincorporate these materials into new finished or semi-finished products.
The main obstacle is the cost of processing these materials. Industrial sorting and preparation units are not yet fully operational and are not achieving the expected economies of scale. As a result, potentially interested manufacturers prefer virgin materials.
Objective: to support the incorporation of non-reusable used CHF
n order to finance the incorporation of additional volumes of non-reusable used CHF into yarns or acoustic/thermal insulation for the building industry, we are launching our first recycling call for bids.
Each company will be able to apply on the basis of a reference quantity, corresponding to the quantity of recycled CHF collected in France that it will have incorporated into its products by 2024.The aim is to increase the incorporation of these materials into industrial production, by offering them funding for all additional tonnages incorporated compared with their reference quantity.
This funding could compensate for the competitive differential with other raw materials.
Terms of the call for bids
The call for bids is structured around two markets, aligned with the recycling solutions already industrialised:

Insulation Product Market: 20,000 tonnes, divided into batches of 500 tonnes.

Wire Product Market: 500 tonnes, divided into batches of 25 tonnes.
Each contract will be concluded for an initial period of 24 months, with an option to extend for a further 12 months. Several actors may be selected for the same contract, depending on the number of batches they undertake to include in their production.
Applicants must position themselves on at least 2 lots in each of the markets to which they wish to apply.
A lever to boost the textile recycling sector
By facilitating the incorporation of used non-reusable CHF into quality products, this call for bids aims to boost the textile recycling sector in France. It represents an opportunity for manufacturers to reduce their dependence on virgin materials or imports, while actively participating in the structuring of a competitive and sustainable circular economy.
When to apply? From March 3rd to March 31st 2025.
